Zelensky signs law on National Pantheon

President Volodymyr Zelensky signed the law on the National Pantheon in Kyiv on August 22, 2026. The new law regulates the creation of a nationwide memorial complex in Kyiv to honor prominent figures. Oleksandr Alferov, head of the Ukrainian Institute of National Memory, reported this on Facebook.
Earlier, the Cabinet of Ministers of Ukraine adopted Resolution No. 871 providing for the pantheon to be located on the grounds of the Kyiv-Pechersk Lavra National Preserve. The Ministry of Culture will determine the specific site within the historic part of the ancient Orthodox monastery. At the same time, the law establishes the pantheon’s non-denominational status, and it will be used for Ukrainian state protocol events and ceremonies.
It is already known that OUN leaders Yevhen Konovalets and Andriy Melnyk will be buried in the pantheon.
The legal entity that will administer the pantheon will be created or designated by the Cabinet of Ministers. The law will enter into force the day after its publication. “I am happy!” Alferov commented on the decision.
As the UOJ reported, the OCU had welcomed the construction of the pantheon at the Lavra.
