Rada proposes allowing marriage from 14 in case of pregnancy

On January 22, 2026, bill No. 14394, initiated by parliament chairman Ruslan Stefanchuk, was registered in the Verkhovna Rada of Ukraine. The document, submitted within the framework of the 14th Rada session of the IX Convocation, provides for changes in civil and family legislation, including conditions for marriage by minors.
According to the provisions of the draft new Civil Code of Ukraine, specifically Article 1478 of Chapter 94 "Right to Marriage", it is proposed to allow marriage from the age of 14 in exceptional cases – such as pregnancy or childbirth. For individuals aged 16 and older, the possibility of marriage is proposed to be allowed only with a court decision.
Currently, the general marriage age in Ukraine is 18 years and is enshrined in Article 22 of the Family Code. Current legislation allows lowering the marriage age to 16 years only by court decision and provided that such marriage serves the interests of the minor.
In practice, when considering such cases, courts often take into account pregnancy, childbirth, or the actual formation of a family; however, each case is evaluated individually. While the consent or disagreement of the parents may be considered, it is not a determining factor.
Bill No. 14394 is at the stage of legislative initiative and must undergo discussion in relevant committees and consideration by parliament. If adopted, the current norms regulating marriage by minors may be changed.
Earlier, the UOJ wrote that according to the Ministry of Culture, due to the war, the country has lost millions of young people, and the issue of their safety and development is becoming a key factor in Ukraine's post-war future.
